Usually it means that the Offering Circular has been filed with, or filed and reviewed by the appropriate state agency together with any additional information required by the local statute in order to effect compliance.

If you are a resident of a state in which the Offering Circular which has been requested, is not blue skyed you will probably be notified by E-Mail and you will not receive a copy of the Offering Circular.
